This motif is a clear reference to Bavaria. In the HAP (High Altitude Platform) project, a total of 17 DLR institutes/research facilities are jointly developing an unmanned and solar-powered stratospheric aircraft – 9 of which are located in Oberpfaffenhofen (Institute of Communications and Navigation, Institute for Software Technology, Institute of System Dynamics and Control, German Remote Sensing Data Center, Microwaves and Remote Sensing Technology Institute, Remote Sensing Technology Institute, Institute of Atmospheric Physics, Institute of Robotics and Mechatronics, Space Operations and Astronaut Training).

In the picture there is a reference to Bavaria, even if only indirectly. As the contents of the brochure reveal, the image is a conceptual design for the “Orbital Hub”, a possible successor to the International Space Station ISS from 2025. The DLR Institute for Space Systems responsible for this is “unfortunately” from Bremen. There is a link to Bavaria in that the ISS’ European Columbus module is operated from Oberpfaffenhofen.
