Satellite navigation, in conjuction with communications and geo-information, is a future sector with high growth
potential. Studies carried out by the European Union predict that the "Galileo" project will create some
100,000 new, high quality jobs for Europe. Through the development of innovative products and services small and
medium-sized enterprises will particularly benefit from this potential.
Bavaria - a pioneering location for satellites and navigation
Bavaria was quick to recognize satellite navigation as a ground-breaking
technology and developed an all-embracing concept for the location. Bavaria is well positioned, both in the field of
satellite construction and in the commercial exploitation of satellite navigation potential. The State of Bavaria
commands
- the entire value added chain from chip development up to telecommunications and local service providers,
- a national and international networking in research and application.
Satellite navigation in Bavaria:
The topic of satellite navigation is of interest to Bavaria in two ways:
- As Germany's key aerospace location employing approximately one third of the workforce operating in
this sector Bavaria is substantially involved in the construction of the
Galileo satellites.
European Satelite Navigation Industries, the European
Consortium for the development of the Galileo infrastructure, has chosen Ottobrunn near Munich as its headquarters.
EADS-Astrium and Kayser-Threde, both based in Munich, are also key participators in the development of the satellites.
The German Space Operations Center GSOC
of the German Aerospace Center DLR can look back on more than thirty years of experience in manned and unmanned missions.
It has, for this reason, just recently been chosen for the long-term operation control of the 30 Galileo satellites.
The GSOC will be engaged in the Galileo mission control as from 2007
already, for the IOV phase (In Orbit Validation). - As internationally
renowned IT location Bavaria is very keen to use Galileo signals for the
development of innovative products and services.
The value added in this sector is, according to estimates, approximately
80 percent, compared to 20 percent
for just the space travel sector.
Market and partners in the field of satellite navigation:
The Bavarian State Government supports the development of satellite navigation with the following measures:
- Development of a network between industry, research and politics through:
- Setting up of an Applications Center for Satellite Navigation
AZO in the immediate vicinity of the
DLR in Oberpfaffenhofen
- Development of Galileo simulation and testing facilities, in a combination that is unparalleled in Germany,
comprising
- Galileo Test Facility for verification of the Galileo signals. The facility will be
available on time for the Galileo-IOV Phase.
- A Galileo Test and
Development Environment (GATE)
that is currently being built in the region of Berchtesgaden. From the summer of 2006 simulated Galileo
signals will be available to hardware and service developers to assist them in their work.
- Announcement of an Idea Competition „
Galileo-Masters"
in cooperation with several European regions such as Göteborg, Nizza, London, Prague under
the direction of the Application Center AZO http://www.anwendungszentrum.de/, Oberpfaffenhofen
- Interlinking of the Application Center activities to the Munich Trade
(SYSTEMS)
- Development of a Master's course of studies in Satellite Navigation in cooperation with the
region of Torino

Bavaria fosters an excellent research infrastructure in the fields of communications, navigation and geo-information:
In addition to this, the Bavarian
Office for Surveying and Geographic Information assumes a leading role in satellite-supported
surveying (SAPOS).
Well-qualified workforce for satellite navigation
A highly diversified education and training infrastructure offers excellent conditions for satellite navigation.
There are a host of renowned educational institutions in Bavaria for training young talent in the field of satellite
navigation/telecommunications/geo-information:
Optimum environment:
In Bavaria there is a strong concentration of companies which attach major
importance to the use of satellite navigation. These include key sectors such as automotive engineering (cars and trucks),
telecommunications, software and chip development as well as the ICT and IT sector. Munich is the largest IT location
in Europe, after London.
Access to funding
Bavaria also has a highly efficient financial sector. Munich is Germany's second most important banking center
and the Number One Venture Capital center: This provides best conditions, particularly for small and medium-sized
enterprises.
